Ilford Ilfosol-3 vs Perceptol

I already know that there were related questions, but I'd like to raise this issue again.
I heard that perceptol is a fine grain developer and mainly used for medium speed films.
Ilfosol-3 has similar characteristics, just have a difference between powder and liquid.
Is ther anyone who know the exact difference between them?

Perceptol uses a high sulfite content, 125 g/l as a silver halide solvent.While grain is reduced so is sharpness. Perceptol is a D-23 type developer.
