Because one was on top, where all the bubbles of the frothing 'soup' are, the other below, fully submerged.

Put more liquid in the tank, and use less photoflo (and rinse the tank and spools thoroughly before using them again).

That was going to be thought after reading he put 2 rolls in one tank and got these results.
 
Did you ever send those negatives to Ilford?
I'm experiencing the same issue with some FP4. I do believe it's something I'm not doing correctly but I haven't figured it out yet. If you have gotten a response from Ilford, please share.

FYI, the OP hasn't been on this site in 10 years.

To me the artefacts look like emulsion/backing-paper interaction. A topic widely discussed here the very recent years as these then were reported in larger numbers at various films.

In 2019 Harman (IlfordPhoto) made a detailed statement on this.
