Looks to me like there's some film reticulation happening here adding to the effect (see the sky in the alfa romeo photo). The op said he developed it in pretty warm chemistry. Fun photos though! Lens sure held up despite being shot directly into the sun (heart/beach photo). Surprising really.

No reticulation (believe me I know what that is!). The first batch were underexposed and that is the effect of getting an image from a thin negative.
Interestingly this lens causes camera's internal meters to give screwy readings, and I'm not sure why. With my M7 and Bessa L the meters cannot be trusted, sometimes it is close, other-times obviously way off.
I now meter separately or just go Sunny F16.
Both those cameras meter perfectly with every other lens I use on them.

You have the negatives and you know how you scanned it so there's no way I would ever say you're wrong and I'm right, but I would have bet the farm and the wife that was reticulation. I also would have thrown in the kids for free. :D That photo of the alfa romeo sign just screams reticulation to me (looking in the sky). I will defer to your experience.
 
Some really nice work here. Very well composed shots. Really using the vignette well as a framing device.
 
I might prefer the 7 Artisans 18mm, F6.3, but I don't think it comes in L39 or M.
