Can anyone please identify this manufacturer?. It's either RI or IR on the logo. It plugs into a wall outlet. Features a RCA 929 photo sensor vacuum tube. It uses a U shape strobe lamp, perhaps xenon.

I'm having difficulty putting an age on it despite being art deco. Maybe late 30s to 50's.

Its construction is early/primitive. No screws. Just two halves and some chrome clamps on the edges. The electronics are riveted in place. The cord is made in the USA by Phalo, a Connecticut based company. It has a 1/4 20 thread tripod mount on the bottom.
