I had a total Rodinal failure today . . .

Definitely. I never use it.
Fixer, however, is a different matter.
In general, if you don't fix film, it will have a milky white to pale yellow appearance, with the negative image showing kind of weak through it. This is the unfixed and undeveloped silver halide you're looking at. You can see this if you take the film out of the tank right after the stop bath, at which point it's sort of stable. However, if you introduce any reducing agent to it at this point, the unprocessed silver halide may instantly turn into metallic silver. Depending on the chemistry, this can also involve a degree of migration of silver through the film base, resulting in the iridescent appearance that you got on your particular roll of film. Again, my best guess at this point is that sulfer was introduced to the film somewhere after development and before you took it out of the tank, resulting in a high level of fog.

The good news is that your rodinal is likely fine given the fact that it developed an image.
 
This is my first time developing in 5 or 6 years. I must have confused fixer with HCA. I believe HCA can be skipped . . . but not Fixer . . my mistake. I will today fix and see what the results are.

When I was a kid I was trying to do some unsupervised processing. I grabbed a 1 quart bottle of glacial acetic and poured it into a tray!!! Somehow I got it back into the bottle, and evacuated the basement before any permanent injuries 😆.
Only afterwards did I read the label my Dad had affixed to the bottle, his #3 hard lead pencil, 10cc/liter. 😂😊👍😎

I just finished fixing and that is exactly what I have, much clearer but light negatives but with fogging.
 
Yes, because the fixing won't remove the already reduced silver. That's a one-way street, unfortunately. The only thing fixing can accomplish is remove any unreduced silver halide that would otherwise over time also reduce to metallic silver.

It seems your problem's cause has been largely solved which is great as I was about to blame the Ozark Mountain Daredevils for polluting your Rodinal in the night with Moonshine contained in a second hidden fuel tank and driven down Thunder Road by Bob Mitchum himself 😄
