I would send it to Jergen Kreckel who can evaluate the focusing. He is known as cert06 on E'Bay. To me, it looks like the lens has been mounted or oriented in a way that imparts some sort of movement off of parallel, similar to a view camera movement AKA 'swing', 'tilt' or both!! Or the focal plane is not matched to the scale, and the lens needs to be stopped down to offset that, or zone focus it. Often these older folding cameras have a somewhat poorer performance when shot wide open and need to be at f8 at least and f16 at most before image quality is best. This is not a rangefinder either so you need to either obtain a RF or have some way of making sure your distance is accurate for focusing.
