The "three buckets" are steps in the process. To make the stock solution, start with 3 liters (0.8 gallons) of water. It doesn't have to be exactly 80°F, but a bit warmer than room temperature helps. In the second step, add the entire package and mix until dissolved. In the third step, add water to equal 1 gallon. When you go to use it, determine the amount you need and make up your working solution by mixing 1 part of stock solution with 4 parts of water. Ignore the 3 months storage limitation, it lasts much longer than that in full sealed bottles. I keep the working solution in separate 1 liter bottles.
