Obviously a very early Hugo Meyer lens. No doubt an Aplanat design ('Rapid Rectilinear'), and after it's size I would expect a focus length of about 450 mm (or 18"). But try it out youself by holding up against the sun and measure the picture of the sun's distance from the slit in the midst (for aperture blades). As to the value - impossible to say. It's mostly an collectors item, I guess, on account of the VERY low number. But perhaps the ultra large format photographers would be interested?
But don't expect a fortune.
