huge variations in developing times for films????

hello all,
i was just wondering why there is such a variation in developing times between films. i use the mass. dev. chart for base starting times.
what gets me is my fav. film is foma. i guess it is my fav. cause it is cheap and i have used it alot. but recently i have been trying some of kodak's and ilford's stuff. ( i shoot lots of pinhole images and foma film has really crappy reciprocity times!) i use hc110. Dilution H time for foma is 9 min. the dil h time for FP4 is 18 min. the time for jandc is 15min. so what gives? how can foma be almost twice as fast to develop? maybe i sould cut way down on the fp4 stuff and see what happens? they all turn out well, so i do not understand the big difference in times. i usually use dil. G (1:119) for my pinhole images with foma......but i do not want to stand in the dark for 36 min if i use ilford.
so how can there be such a big difference? thanks

Ilford will design their film to develope in 5/12 minutes using regular developers stock or 1:1.

H is not a real dilution but some very dilute form. They design for B and the times are reasonable.

i am wondering why the times for ilford are twice as long as the times for foma at any given dilution.
