it seems he has done a good job replicating the technique, though toronto isn't st. petersburg, and missing the winter drabness, the night time atmosphere and ghostliness there a certain je ne sais quoi that's missing.

What I was partially unsure of was whether he was relying on the R72 alone as a filter that was suffícient to slow the action completely or did he rely on an additional ND filter

I wasn't sure if the exposure was only the 100 speed one and if the aperture was always f2.8

In other words what exactly was the combo of speed, f stop and filter factor

Can anyone help me?

Nicely done and worth a try! An IR filter on a standard Nikon sensor gives you these very long shutter time--although the sensor is sensitive to IR wavelengths, the camera has a built-in filter to exclude most of these, so there is not much to get through.
I think I will try this with something like Aviphot and the same filter though, so that it is properly analog and I could post results here.
