How to get rid of spots on the negatives?

Having the same issue with Orwo UN54.

Working through a 400' bulk roll of this film and suddenly getting this dotting when chemicals are used at full strength, no matter the developer. It's not the water, not the fixer, not the tanks -- these things ruled out. Six rolls ruined so far. Never had a problem with this film in the past but recently got ruined batches with Clayton F76 (1:9), Rodinal (1:50), and HC110 (1:31). Strangely, a lower concentration of developer, such as used in stand developing (Rodinal 1:100), works fine. The only other variable is water temp -- I stand develop at room temp but for other types of developing bring the soup down to 68 degrees. Never had a problem with this film in the past, and I've shot at least 300' of it, even rolls spooled from this very same bulk roll. Enigma.

Addendum -- last batch of stand developing resulted in spotted film too. Memo to self, don't buy 400' bulk rolls. That's a lot of film down the tubes.

I have a 400 foot roll but I never have any problems. I keep it in the refrigerator, as well as the cassettes rolled from it. Before use, I leave it for several hours at room temperature without removing it from the protective bag.
The problem could be carbonate bubbles, but it could also be condensation...

My UN54, which I develop in Pyrocat-HD, also had this issue. My solution is to filter the Pyrocat-HD solution B. Without suspended particles in solution B, this problem no longer occurs.
