When both components are on the same bath, fogging and colour development happen at the same time. Everything relies on fogging being much faster than development, and with the right formulation it should.
With separate baths, fogging is perfomed until completion before CD without rushes and good results should be easier to get.

Hydroxylamine sulfate 2.0 g
Ethylenediamine, anh. 8.0 g
Potassium bromide 2.0 g
Ethyl-oxy-ethyl-para-phenylenediamine sulfate 6.5 g
Water to make 1,000 ml pH = 11.6 - 12.0
