thanks everyone for their responses. I'm not trying to copy this look as some of you have assumed. I have seen photos like this before and wondered how the effect is performed as nothing I have ever shot (even with poor darkroom procedures) has turned out remotely like this. After researching into the photographer I believe this a high asa film with some photoshop techniques as the last user commented.

It is interesting to hear how this could be played out in a darkroom though.
