How safe is safelight?

I was at walmart and bought a red GE 'party time' incandescent. It's not even somewhat safe. Now I feel like I wasted my money; can you spraypaint lightbulbs red and get anywhere? Maybe I'll just stop being so impatient and wait till my 3W LED gets here. It's awful hard to develop prints to the light of ONE red LED at 10ma.
