1 to 30 will neutralize alkaline activity in under 30sec. you have to change the bath after a while as the vinegar is not buffered. thats about 20ml in 600ml of water for an 8x10 tray.

But amongst my research I found a tip about the exhaustion tell, which is that the liquid will feel greasy between your fingers once it becomes alkali. If it's slimy it's dead - and a simple part to part dilution seems easy enough.

That's all true, but the indicator in the stop bath will change color just BEFORE it's completely ineffective. Once the color has started to change, you can take that as a clue to change it out before it becomes completely ineffective.
