How do I meter the flash on my Lubitel 166B?

How about getting an inexpensive flash meter. I think I got this one for $20. I have seen other brands in this style (with the LED readout). This one does reflected light, so one can fire the flash and measure light reflected off the subject, if an incident reading is not possible (as it might be if there is no one to test-fire the flash for you).

What type of flash handle are you talking about? Wouldn't it be better to just use the flash off camera and hold it in your hand than use a bracket? I already have a very small one. It looks perhaps like this:

But I don't see the use case for a flash bracket like this, can you be specific on how it would be useful?

You can hold it in your hand but at some point you’ll find that you need three arms.

That flash bracket should work fine.
