How about getting an inexpensive flash meter. I think I got this one for $20. I have seen other brands in this style (with the LED readout). This one does reflected light, so one can fire the flash and measure light reflected off the subject, if an incident reading is not possible (as it might be if there is no one to test-fire the flash for you).
I think your over complicating things, BM. Since you bought a flash that was cheap, try it... you’ll figure out if it meets your needs rather quickly. But no matter, think about a flash handle if your going to do much more than experiment.
What type of flash handle are you talking about? Wouldn't it be better to just use the flash off camera and hold it in your hand than use a bracket? I already have a very small one. It looks perhaps like this:
