If the sky and waves are dense on the neg (and you still want detail in the clouds), pre-flash the paper and then play with the contrast/exposure for the foreground. I don't think it will ever look like a 'hot' beach though.
 
I think I got it. Waiting for it to dry again....
 
Re-shoot it...

You are too far away from any facial expressions that may show sweat or heat discomfort on anyone's face and the clouds make it look cold, not hot.

You and those people may have been hot, but no matter what you do to this print, your viewers will never know this simply because of the way you chose to shoot it.

This is an image that needs a more powerful human expression or moment to read as being "hot" and it simply does not have that at all.

Yes, I have something like that but not so dramatic in sky. I tried to shoot the image last night but didn't turn out well enough to post. Foreground is almost identical to your "rough sketch". I didn't want to make it unanimous.
 
Some things just can't be done in the darkroom as in a PC... But helps visualising a bit. (Must spend more time in the former!)
 
I think you need to raise the key of the whole image, make the clouds much lighter and less heavy, give that impression of lots of light even though cloudy, and just the sort of "hot" feeling a high-key image can convey.
 
I would try the square format as well. It seems to eliminate a lot of "useless" space. High-key would be my other suggestion. Looking forward to seeing what you come up with!
