I contacted Heliopan 10-days ago about purchasing an 82mm ND 3,0 filter and I never received an answer.

Based on this catalog (page 12) http://www.heliopan.de/Preisliste.pdf the filter I want does exist

Could someone help me write the following text in German, so I can ask again?

What would be the total price including shipping fees?

I doubt very much that they didn't understand your English; probably they forwarded it on to someone else who forwarded it on to some N. American supplier, who forwarded it on to some dealer.... etc.
