You shouldn't need film, just put the back on and install the lens. Follow the instructions in the manual. Make sure you have a new good quality battery installed.

Did you install a fresh battery?
Did you make sure the lens and body were both cocked before installing the lens?
Did you follow the instructions about switching the "M=R" lever to R and advance the cocking lever slightly?
Did you read the entire manual?

Your body is cocked, but the mirror is not releasing. Hence the little resistance when winding, as it's only trying to cock the shutter.

Since the red LED is on both with the back attached and detached, I think there is something wrong with your body. These interlocks depend on the signal through the electrical contacts on the back of the body. Without the back, the orange LED should light indicating the film is not ready. Putting it into multiple exposure mode should let you trigger. Same with the back on. The Red LED lights when the dark slide is in, only when the back is attached. But the body should release once you put it into Multiple Exposure mode.

Dose the body release when you set it to full mechanical mode?

Turning the collar to the Orange dot (emergency release mode) will bypass all the electrical interlocks and let you release the body. You can use the camera this way with RB lenses with no battery.

Now the led is show only orange color. I turn camera to multiple exposure mode but led show only orange light is good? or I should put film in to camera to test it.

I should have noticed on your original video that there was a "click: when you pressed the release in mechanical mode. When the interlocks are active in normal mode, there is no sound when the shutter button is pressed.

Since the mirror does not go up, and the lens cocking mechanism does not rotate back (in mechanical mode), something appears stuck inside the body. You can try giving the mirror a gentle nudge when you press the button to see if it's stuck down because of old grease, but don't force anything. I'm guessing it may need a CLA.

The issue with your camera is that the mirror is not being fully cocked. This is very common with the RZ bodies and is caused by either the internal cocking lever or the cocking shaft being worn. There is no simple solution unfortunately, parts will need to be replaced. Also, and this may or may not be related, your camera seems to have been through some sort of trauma as the focus screen looks like it has had liquid on it (maybe just a careless cleaning job?). And, the wind lever rubber cover is missing telling me that the camera has likely been taken apart at some point.
