My photos may not be very artistic but I don't normally have issues with the development step. These shots were taken with a Nikon F100 50mm f/1.8.
Arista Legacy Pro 400 (Neopan 400) in HC110 1+50 8 min 20C.

Some of the frames look ok but most have this milky haze.

Any ideas where I went wrong?

for some reason I can't attach any photos????? When I click on the "manage attachments" button nothing happens?

First the negatives, now the attachments. Soon your wireless router will go haywire and then your satellite TV receiver will be disobedient. I have those days too.
 
From your description of hazy negatives they sound underfixed. Try refixing with fresh fix, wash then use photo flo.

It was the fixer! Thanks PE...

APUGer's comes through again. Possibly, maybe regularly use hypo check to make sure you aren't fixing with exhausted hypo would be good.

Yep, best to always check the fixer and developer before use. Clip tests take just minutes and ensure you aren't wasting good film and paper and with film, losing precious images; at least prints you can do over.

Indicator stop bath is good too.
