At a rough guess, yes and yes. The picture seems to lack contrast, despite being on VC film, do the negatives look very thin, because I would suspect under-exposure. That might also cause a blue cast. The example you show was taken in shade, are pictures taken in direct sunshine also blue? Difficult to get a saturated print from an underexposed neg, but the processor should be able to correct most if not all of the blue cast. Has the camera and film been riding around in your car? I presume the cut-off on the right is just because this is the last pic on the roll?
