Helical Grip Repair

Hi folks, normally I'd send this out to a local repair man who does great work, but funds have been a bit short for repairs as a number of my cameras need attention this spring. Was curious if this rubber grip repair is something I can do myself? How would you go about it?

I'd take some contact cement and glue it back on.

I have that helicoid, and it's very stiff, anyone have any recommendations for someone who could/would clean and relubricate
