Wetting agent takes only a tiny bit to influence the Walter's surface tension. I can imagine this plays a role in this specific case. I agree it's a long shot, but do you have any better ideas?

I'm asking you for your better ideas, I mean if second hand wetting agent was involved how would it make specific runs down the film and not disperse?
 
Well there remains the possibility that the problem stems from some fault in the camera used or some fault in the film, doesn't there. Is the OP developed some film for others then can we or the OP be sure that one lady who owns the film in question did not have a camera problem or was unlucky enough to buy a bad film?

You mean like it was raining inside the camera? That's something we haven't thought of before 👍 The best thing that can happen here is for the OP to process another batch and it all turns out ok.

Sorry if you missed OP's opening post but it was something purely observational given the streaks look like water streaming down a pane of glass etc. As you were blaming the faults on the camera my aside must have confused you no end.
