I guess this is two questions, about some different 35mm negative carriers.

The first is for my Beseler 23cII enlarger. Beseler sold two 35mm carriers the 8053 (24mm x 36mm) and the 8055 (full format 25 x 37). Is the full format one larger so that it will give dark borders around the print?

The second question is for a Simmons Omega carrier. I saw a 423-117 carrier where the opening on top is slightly larger than the opening on the bottom (26 x 37 on top, 24 x 35 on bottom). It looks the same as my other 35mm carriers, but those carriers have openings of the same size on top and bottom (24 x 35). Is this "full frame" carrier also one that would give dark borders?

An opening larger than the camera gate that made the negatives will show the rebate edges -- not the full rebate with sprocket holes, obviously, but the idea of doing this is to confirm that you're showing a completely uncropped image. Whether that matters to you is a matter of esthetic preference, of course.

In your second example, however, where the lower plate has a 24x35 opening, this won't show the rebate edge on both ends of a 24x36 frame. Some cameras actually produce a 24x35 frame, but this still won't show the frame edge -- both openings would have to be outside the cameras gate edge to show the frame edge all the way around.

I have the Beseler 8055 full-frame and can confirm, it works beautifully for giving black rebate borders but no sprocket holes. You can combine with a four blade easel to quickly set up a centered image with a nice clean outer edge to the black:
