Fuji Instax 200 -- problem?

I just picked up a thrift-store Fuji Instax 200 camera. After putting batteries in it, it doesn't turn on when I push the power button.

Does the Instax 200 need film loaded before it will power on?

My 210 powers on without film loaded.

Make sure the batteries have the polarities in the right position.
