Fotospeed FD10 contains:

Water

Hydroquinone

Phenidone

Sodium Hydroxide

Sodium Sulphite

Potassium Carbonate

Ilford Universal Concentrated Developer, properly diluted, should produce similar results (see the recipe posted in the APUG Chemical Recipes).
