HC-110 is a simple liquid concentrate from Kodak. No need to mix it from a formula. Here is a link to some of its dilutions, development times etc.

HC-110 should is readily available in the US and should be also in Europe. I'm not crazy about the stuff myself, preferring D-76 or XTOL instead. But that's not to say it's not a useful developer. I've used it for some quick and dirty work on occasion and it works ok. I'm sure you have your reasons for wanting to use it. In the US, you can order it from Freestyle, Adorama, or B&H among other places. I'm not sure where you'd find it in Europe.

That developer is proprietary. Someone once told me that HC110 was a clone of Ilford ID-67. Whether that is true or not, you might wish to check that Ilford soup out, comparing developing times, etc.
