FOMADON EXCEL W27

Hello.
recently i purchased the FOMADON EXCEL W27.
as the product description in Freestyle web site, the preparation of the powder is
dissolving with water, but they didn't say in what temperature.
as i understand from the description, i can dissolve in room temperature.
is it correct or it mast dissolving in hot water?
