These are generic thermostatic water baths; there's dozens of variants of them. They probably for the most part use the same control module. It's a simple device; not much that can go wrong with it. Could be convenient for color development.
The wand-style sous-vide cookers are widely used; they work well. They generally have some kind of clip or attachment that suspends them from the wall of an ordinary tub or deep tray. Either that or the tempered water bath you have there will work fine for manual (color) film development.

You're doing well! I'm in 680 sq ft with no darkroom space. It's possible to do E-6 and C-41 development with a stoppered sink and just a standard thermometer, but your device should make temperature control a little more refined.

Hehe! I had a Beseler 23C in a 3x3 foot closet in my old 1 bedroom apartment. I only did 5x7s. No ventilation, wore a mask.
