I just bought a new bottle of polymax t paper developer and I noticed that there are these yellow flakes in the bottom of the bottle. I also noticed that the bottle is expired by a month. Will this be a problem?

Over the years I've bought a few Polymax T bottles that are past their "use before" dates and have had good results. You may want to filter the flakes out.

The presence of the flakes may indicate a change in activity and/or longevity of mixed up working solution, but with print developer as long as you are getting good contrast and blacks (which I have), things should be fine.
 
The solids in the developer may well go into solution when you mix a working solution. I'd make sure to gently mix up everything in the bottle of stock before dilution (assuming you're making just what you need from stock). If there are still particulates in the developer, then filter with a coffee filter or the like. Just past the expiration date shouldn't make a lot of difference unless the stock was stored improperly.
