Did you mean you CAN't always wind the film? If that is the case it might be the switch/toggle that the dark slide releases when you pull the dark slide out is stuck.

The film should not be locked in position unless the shutter and lens are cocked, but the exposure has not been taken. If the shutter and lens are cocked, both the windows in the body and the film back will be white. If the film has been exposed both the windows will be red.
