Film on film B&W print

What type of black and white film is he printing on?
Isn't b&w film sensitive to all colors including red light?
How does he handle this film in the darkroom with a safe light?

maybe it is ilford ORTHO film. it can take red light.

I do that with Lithographic film. It can be used just like printing paper.; safe in red safe lights, and developed in Dektol or other paper developers. I use it to make positives from negatives.
