Fed 5c Film Counter

I bought a black Fed 5c because I wanted the lens that is on it. The camera looks as if it had never had a roll of film in it, the frame counter is dead. The little pin that the back cover pushes up is in place and moves freely with a little spring tension. Quick Fix?

There's usually a claw the will move the counter wheel. It's right under the counter dial. First thing I'd consider is old lubricant on it's pivot.
