f Stop calculation

Can some one let me know how many stops this is please:

1. ND filter 10 (I think) it's a GOBE ND512 + 1/4000 second + ISO 100 + 0 ev
2. the same but with -2ev

I would think it is 10 f/stops wider open or longer exposure or combination of the two for starters. What does specification say?

Thanks- I'm not sure but imagine that it must be about 24 stops or higher (shooting at 1/4000 sec)
