I just shot a roll of Tmax 100 @ 80 that expired in around 2006. I have three developers on hand, D-76, Tmax Dev, and Rodinal.

Of the three I'm leaning towards the Tmax Dev at 1+4. Will this potentially give me the least amount of fog?

Of the three I have on hand which would give the best results for expired film?
 
I have a few rolls of long frozen T-Max 100 that expired before then that show very little fog when exposed and developed normally in HC-110 E (replenished). From that experience, I can at least provide re-assurance, if not specific advice.

HC-110 was also my first thought, but it's not on the OP's shelf.

I ended up using the Tmax Dev @ 75 for 5:25. I'm scanning the photos later today. The negs look at bit thick but pretty good.
 
Right choice it was. I would choose the same.
BTW, I've had old, almost empty TMAX bottle and it still worked fine.

You should have no problems unless the film has been stored poorly. Nothing special should be necessary.

Film came out great, except they were pretty dirty. I had to huff and scrub them clean after. Scans look nice although a bit thick. I think they'd print well.
