I have an RTL 1000, which fires the shutter immediately, does not release the mirror and does not retract the aperture setting pin when wound on. It appears that the winding mechanism is not triggering the reset of these items after the exposure is complete. Shutter timing is fine. If I physically reset the aperture bar and unlock the mirror the camera winds on and fires correctly but then remains stuck in the mode I described.

Appreciate any information as to what may be causing this and if possible a copy of the service manual for the camera.

The Exakta RTL 1000 basically is a very early, upgraded member of the Praktica L family, that was designed to take Exakta lenses instead.

I assume your mechanical problems are problems concerning the L-series mechanics.

Here is an L series manual: https://learncamerarepair.com/downloads/pdf/Praktica-L-german-service.pdf It sounds like the shutter mechanism needs to be cleaned and lubricated. Another thing to check is the shutter cocking band adjustment is set so the shutter completely cocks. It is a silver flat head screw by the shutter advance
shaft.
