I'm wondering if a formaldehyde - sodium sulfate based prehardener could solve such a problem. Has anyone tried it?
 
Formaldehyde is a fogging agent AFAIK, so do not use it before FD. If the permanganate does not kill the gelatin, but the glue layer holding it onto the film base, then prehardening will not help.

If formaldehyde is a fogging agent then using it before the fogging developer will cause no harm.
 
Yes dichromate bleach worked on Agfa Copex. No problem with washed out emulsion. (and permanganate worked OK with ∆100 from Ilford)
Never thought it could make such a difference change only recipe of the the bleach
 
I have no experience with Agfa Copex Rapid, but a film like Rollei Superpan 200 works well with only half the strength of the Ilford bleach bath! I don't know the strength of the bleach in the Foma reversal kit. But if you don't want to use dichromate, I suggest you try to just dilute the Foma bleach.
