Emulsion in or Emulsion out on developing reels?

Emulsion in, for pre wet.
Emulsion out for no pre wet................ or maybe it's the other way around?

It does not happen if you keep the backing paper on. Try it.

Load the emulsion inwards on a spiral reel or outwards?

Yes. One of those. Other orientations found not to work.
