Effect of bad chemicals?

Hello everyone, I'm fairly new with analog photography. I just got my roll developed the other day and I wonder if the look of the photo is done by 'bad?'/'expired?' chemicals.

Camera: Vivitar V3800N
Film: Fujicolor C200
F/8 , 1/125

There's dust and scratch marks, nothing to do with the chemistry. Maybe happening when scanning and handling the film.
