This film (categorized as a "Title Film" on Kodak's movie film website) looks like it could be used like Technical Pan as a camera film, though the speed is much slower. I'm thinking of buying a roll and trying it out. But I have a question about it, from the following description of the base:
Does that imply the Estar based version does not have the antihalation layer? They're the same price, I'd far prefer to buy the Estar version...unless by doing so I'd be piping light down my film when using it! Anyone know? Or do I have to call Kodak and try to track down someone there who knows obscure details like this?

EASTMAN High Contrast Panchromatic Film 5369 has a clear acetate safety base with an antihalation undercoat.
EASTMAN High Contrast Panchromatic Film 2369 and 3369 have an ESTAR Safety Base.
