Yes, I have used these many times over the years. There's a boil dry safety (of sorts ) on the top side there is a little metal button. This must be immersed in normal tap water before the heater will kick in, it's a tester for conductivity. Low voltage, circuit you can fool it into thinking it's under water by putting a drop of water on it.
But the unit is totally sealed and fully immersible , I've never had any problems. These things are at best 20 years old so I would use a GFCI circuit just to be safe. They work great. 700 watts so they can heat a good sized bath. I always would lay a 4x4 inch ceramic tile under the element, but I've never seen them melt anything.
