I received a Vivitar 28/2.5 Fixed Mount lens (67mm filter size) in M42 mount today. The lens came with a Vivitar 67 1A filter. I tried to clean the filter using two Zeiss Wipes. The film that won't come off seems to be on the front. Is there any chance that the filter is a sandwich design with the film in the middle? Would toothpaste work if it isn't a sandwich design?

How much is a new 67mm filter.?
 
Use lens cleaner or isopropyl alcohol and lay off the toothpaste, steel wool, wire brushes and chisels.

So, you think of a kind of delamination? Maybe, as there were dyed-gelatin 1A filters. Though I assume most "glass" 1A filters to be solely made from one piece of glass.
 
After the Windex didn't work, I stopped trying. The funny thing is that a few days earlier I took delivery of another 28/2.5 Vivitar. That one is in Minolta MC mount and also takes 67mm filters. It came with a Heliopan filter which is in excellent condition. It is undoubtedly worth more than the lens it came with. One out of two is not bad. Both 28s are also in excellent condition.
 
I wash under a running tap with warm water and dishwashing liquid rubbing with clean fingers. Dry with tissue then micro fiber cloth. Same with lenses I pull apart, if that doesn't clean, then you'll need to talk to a professional or toss it.
