Yes.
It's not designed to do that so the chances are the results will be rather different to using a paper developer (I'd guess contrast lower and blacks not as deep - nb I'm only guessing), but you'd need to experiment and see if the results suited you.
lower contrast might suit paper negatives if that's what you're thinking about.

In the past photographers would, in a pinch, develop paper in film developer such as Rodinal, at maybe 1+10 dilution. The dilution should be way stronger than when developing film. You have nothing to lose.
Some of the good folks here on APUG develop film in (what is today though of as) paper developers. Ansco 130, for example.

Sky is the limit. Or your imagination...

I develop my in-camera paper negatives in HC-110 dil. B; it works well and helps tame the contrast.

Interesting, how much capacity do you find this has? Do you develop several sheets in the same volume? What size paper negs?
This sounds like something I want to try and would be grateful for more information.

Please keep in mind I'm a bit sloppy AND cheap in my development processes, but what I do is save my HC-110 dil. B after using it once for regular film development. I then use this left-over developer one-shot to develop 8x10 paper negatives. I use a wide range of expired fiber and RC papers in-camera, so I can't offer any advice about that. I also don't worry too much about capacity since I am using everything one-shot as I go.

I scan and invert my paper negatives, though. If you are contact printing a paper negative onto another sheet of paper you might want more contrast than I am aiming for. As usual only your own tests will help you get the results you want, but I'm happy to offer what advice I can.

Thanks for those ideas Jonathan. After posting my question I remembered a site I had not visited for many years, Michael Covington's Unoffical HC 110 resource page. There was indeed information on there about using it to develop paper that I had not been looking for when I first consulted it years ago.

can I develop photo paper in film developer HC-110
PhotoBob, many years ago I remember being told that most paper developers will develop film while some film developers will develop paper. Don't know if this helps or not but it certainly would be worth a try. Try some scraps from making test strips/prints first......Regards.
