Fix an undeveloped strip if you have more of the film (or if you have the leader in the trash or can get the last bit out of the can).
We discussed this in another thread last summer. This film in 35mm has a really dark anti-halation base. Don’t try to compare with 120 that relies on black paper for anti-halation.
I believe the example you gave is underexposed and/or under developed.
