Developer that uses cd 3

Hi!
I'm pretty new to analog photography and I want to develop my own film, its pretty expensive to import ready made film developers with our country's crisis and I was hoping to make one at home, is there a formula for a developer that uses cd-3? I'm using kodak colour plus film.

C41 development uses CD4

CD3 is for E-6 and ECN2 development.

And of course the color developing agent (CD-x) is only one ingredient of many.

Simple answer: not for C41 film.
More nuanced answer: you could develop pretty much any film in any developer as long as you're not too critical of what comes out. So if it's OK that the colors are off, contrast isn't what it should be, etc., you could take an E6 developer formula as a starting point and see if you can turn it into something that 'sort of' works for C41 film.

Because in color film the actual colors are partly formed by the developer, with the other part being present in the film itself, the actual developer used is absolutely critical for correct (as intended by the manufacturer) formation of color dyes. That's why C41 film will only develop correctly with CD4-based developers.

If CD-4 is truly unobtainium, then ECN-2 color developer would be an option, it's based on CD-3. I have heard about decent results for C-41 film. Since you are likely going to scan the results, some amount of color crossover is no big deal.
