Does anyone have the formula for Defender 58 or know where the developer can be purchased?

You won't get it anywhere unless you find some very old pre-WWII pre Dupony taking Defender.

Chloroquinol is almost impossible to buy njow. The formulae is:

Defender 58

Chloroquinone . . . . . . . . . 4g
Soldium Sulphite (anhyd) . . 16g
Sodium Carbonate (anhyd) . 16g
Potassium Bromide . . . . . . 0.6g
Water to make . . . . . . . . . 1 litre

Dilute 1+1 with water

Chlooroquinone devs are a thing of the past, it's a toxic developing agent even compared to Hydroquinone.

It is said (Haist, "Modern Photographic Processing") that the development activity of chlorohydroquinone can be closely matched by a mixture of 95 percent hydroquinone and 5 percent metol. That doesn't mean all of chlorhydroquinone properties in the developer are matched by this combination, but it may be worth a try. In this case it would mean 3.8 grams of hydroquinone and 200 mg of metol per liter.

Unfotunately using Metol & Hydroquinone as a substitution doesn't give the same warm tones which is the hallmark of Chloroquinol, and there would be far better Warm tone MQ or better still PQ formulae to use instead.

I agree with Ian. I have tried the 95%-5% exchange and found it didn't give the same tone at all.

For many the Holy Grail of developers is a well balanced Super Dine Grain negative developer formulae. Tht's only my second choice the first is a good warm tone developer, and I found that many years ago min ID-78 which Ilford once sold commercially. The current Warmtone dev is probably very similar except the Sodium Carbonate is replaced by a smaller quantity of Potassium Carbonate and NaOH or KOH.
