I recently purchased a starter pack of Palladio Soft Velvet pre-coated paper on the auction site. Apparently, this was sold as part of a kit with the developer and clearing agent.

Bernie's Photo in Pittsburgh (it's been a long time since I was in Pittsburgh, and even longer since I visited Bernie's on the Northside) has some of the original developer and clearing agents for sale. The developer (on eBay here) states that it's 'citrate based.' Would anyone have a recommendation on using Sodium Citrate with Palladio Velvet? I'm guessing Ammonium Citrate might be a little cold for my tastes.

Similarly, the original clearing agent is EDTA based (also on eBay here). Any experience with mixtures and workflows?

Since I only have ten sheets of 5x7 paper, I don't want to lose any more than necessary with testing.

I have no experience with Palladio, but I attended the Photo West trade show in 1989/1990, watched their demonstration, and picked up their handouts....and as luck would have it, I have the envelope containing their catalog/instruction manual info right at hand.
PM me your address, and I'll mail it to you.

This post from a Palladio rep might be helpful. And the whole fascinating discussion/thread regarding the Palladio paper at the time.
