Contrast-reduction masking can be employed when optically printing color negs. And lower contrast does lend at least an impression of lower saturation too, even though that should be considered separately. Specific hues can also be either emphasized or deemphasized via specialized masking strategies. There are also ways to bend RA4 development to alter the contrast somewhat, but with a side effect of serious color-shift. You could also try flashing - again, a contrast lessening tweak, rather than a saturation tool per se. But one needs to master basic darkroom color printing first, before realistically venturing down any of those avenues. The only easy method is by selecting the most appropriate color paper to begin with, and there, the options are quite limited. So it's mainly back to film choice, or else scanning and digital manipulations.
