Delta 400, HC 110 e

I just developed a roll from a challenging outing with my Canon F1. Granted, the hardware is not proven to be as excellent as my recent work with a Leica M6 (we won't talk about the film loading whining) whose center weighted metering has proven itself.
Anyway, Kodak strongly recommends 5ml of HC 110 syrup for each 35mm roll of film. Dilution e results in < 5. The results of development are... um, bad. Don't do this to yourself:

Kodak's recommendation is 6 ml per 135-36 roll.

the other roll in the can: I processed a 2nd roll at the same time as the cruddy Canon F1 roll. The 2nd roll was exposed the the M6 whose center weight exposure meter is the class of the field:

Oh shoot! This one looks good. Perhaps the real problem is that I don't know my own equipment. The F1 is fun and pretty... but its light meter is crap next to the M6?

I've used 5ml of Ilfotec HC (similar to HC-110) per roll in a Jobo in the past without trouble.

Your two examples are really different. Did you use the F1 to take any daytime photos? Have you had the F1 serviced/checked recently - it is fairly old? Are you familiar with the metering sensitivity pattern on the F1 (centre weighted, IIRC)?
