I recently received 5 ine gallon packs of dry D-19. The powde is brown and, when mixed with the 100F water, the solution is very dark brown. Is this stuff useable? I have been using D-19 for years and never seen it this color. It dose appear that that my exposed negatioves are more prone to foging than in the past,

Why not just mix a gallon of it and try it on something non-critical? You might get lucky.

I have mixed 1 gallon. It is extremely dark brown and developed film shows mor fof than usual.
 
I always thought that "dark" meant "oxidized", and therefore, no good.
